"David Gee was engaged by Southwark Council as the Project Manager of a scheme designed to extract low cost and low carbon heat from an Energy from Waste Facility in South East London to provide heating and hot water to 2,500 council owned properties.
As this would be only the fourth such District Heating Network in the country, David and the rest of the project team were in largely unchartered waters. The work David undertook involved but was not limited to:
  • Project management and governance
  • Community and resident consultation and engagement
  • Financial model interrogation
  • Contract negotiation
  • Successful Leasehold Valuation Tribunal dispensation
  • Interrogation of detailed technical scheme design proposal
  • Regular briefings to Strategic Directors and elected Cabinet members
The project took two years from initial viability assessment to contract close. The contract lasts for 20 years and includes the construction a network of underground pipes around 2km in length as well as fundamental modifications to four large communal boiler houses.
The project is now in the construction phase and hot water is expected to be provided by October 2013.
The project would not have become a reality without David's assistance. His drive, professionalism and pragmatic approach to complex issues was instrumental in reaching an acceptable agreement with the contractors involved in this scheme.
